An arbitrator ordered the dockworkers back to work after ruling that the strike was "not bona fide" because the office clerical unit of the International Longshore and Warehouse Union Local 63 had engaged in bad-faith bargaining with the group representing 14 shippers and terminal operators at the twin port complex. Terminal operations were back to normal later Friday, according to Stephen Berry, lead negotiator for the Los Angeles/Long Beach Harbor Employers Association.
